The CDBG program, which improves and supports communities’ wellbeing and capacity for growth, is overseen and funded by the U.S. Department of Housing and Urban Development (HUD) and administered at the state level by DED. DED will celebrate the impact of the program with an event on Monday, April 8, in Clarksville, which has received CDBG funding for the construction of a flood wall.“National Community Development Month is an opportunity to celebrate the benefits of investments made in our state’s communities,” said Governor Mike Parson. “The Community Development Block Grant program is a valuable resource and another way we’re improving critical infrastructure, enhancing public safety, and encouraging economic growth.”DED’s event in Clarksville will celebrate the CDBG program’s support for the construction of the city’s flood wall in addition to the program’s statewide impact. DED team members will join elected officials and community partners for a proclamation ceremony and town hall meeting with business owners to discuss the project. Clarksville, located near the banks of the Mississippi River, has frequently suffered flood damage that has negatively affected buildings and businesses. The flood wall project, supported through more than $11.2 million in CDBG funds and leveraging more than $3.6 million in matching funds, will provide greater protection from flood events and the revitalization of Clarksville’s historic downtown district.“For 41 years, the Community Development Block Grant program has been alive and well in Missouri, strengthening our communities and expanding economic opportunities,” said Michelle Hataway, Acting Director of the Department of Economic Development. “We’re excited to recognize the program’s positive impact during Community Development Month while celebrating how it’s helping Missourians prosper.”Since the CDBG program’s inception in Missouri in 1982, more than $1.1 billion has been awarded for nearly 3,600 projects that have benefited more than 36.6 million Missourians. The program provides funding for projects such as street and roadway repairs, storm water and drainage improvements, demolition of dilapidated structures, and construction of new public facilities such as childcare centers and fire stations. CDBG also supports broadband development, infrastructure improvements, and public facility construction projects. During production, which included a day filming in Jefferson City, more than 550 Missourians were employed in roles ranging from day-players to crew members.The film received $2.75 million in tax credits through the Show MO Act, which is administered by the Missouri Film Office and the Department of Economic Development (DED).Spanning the mid-1980s through the early 2010s, "On Fire" is based on the true story of St. Louis native John O'Leary. At age 9, O'Leary was burned on 100 percent of his body and given a one percent chance of survival.While hospitalized, O'Leary was visited by Jack Buck, the legendary voice of the St. Louis Cardinals. The film examines the bond between O'Leary and Buck and O'Leary's life, including his recovery, college years, and rise as an author and motivational speaker. "On Fire" lead actor Joel Courtney and former Cardinals baseball player Ozzie Smith on location filming at Busch Stadium. "We're thrilled that a Missouri story with such an inspiring message is the first to utilize incentives through the Show MO Act," said Andrea Sporcic-Klund, Director of the Missouri Film Office. "We believe this production will be a springboard to other major motion pictures filming in Missouri.""On Fire" was produced and directed by Sean McNamara, whose expansive body of work includes "Soul Surfer" and "The Miracle Season," both of which are inspirational films with sports ties. McNamara noted that "On Fire" is the first of many films he would be interested in filming in Missouri."We are so proud and honored to be one of the first films to participate with the new Missouri tax credit," said McNamara. "I look forward to future collaboration."In October 2023, the Missouri Film Office and DED launched the Show MO Motion Media Tax Credit Program, which offers a transferrable tax credit of 20 to 42 percent to eligible motion media projects. The program has an annual cap of $16 million with $8 million designated for feature films and $8 million for series.The production's spending of nearly $6.9 million in Missouri covered costs associated with wages for cast and crew, payment to local vendors, location fees, catering costs, and more. The production used 1,636 hotel room nights between October and December 2023.In reporting to the Missouri Film Office, Radically Inspired LLC, the production company behind "On Fire," said it hired Missourians to fill 20 day-player acting positions, 145 crew positions, and 410 background performer positions. The challenge process will assist in the investment of $1.7 billion in funding provided by the Broadband Equity Access and Deployment (BEAD) program.“We’re committed to making the most of every investment in our state’s critical infrastructure, which includes broadband internet,” said Governor Mike Parson. “Today, we have a historic opportunity to bring more quality connections to more Missourians than ever before. The Missouri Broadband Availability Challenge Process is a vital step in ensuring that resources for broadband expansion are used efficiently and effectively.”The purpose of the challenge process is to finalize the eligibility of Missouri homes and businesses for funding through the BEAD program. It will allow Missourians and broadband stakeholders to provide evidence that the Missouri Broadband Availability Map does not accurately reflect the availability or quality of internet service at a given location. Through the challenge process, OBD will collect input important to achieving its goal of connecting all Missourians to quality, high-speed internet.“We encourage all Missourians, including service providers, to help ensure the map is as accurate as possible before funding decisions are made,” said BJ Tanksley, Director of the Office of Broadband Development. “This is a pivotal moment for broadband expansion. Resubmission of challenges will only be accepted before April 23 and challenges rejected due to a lack of evidence or other reason after April 23 cannot be resubmitted.
